         NOTICE IS HEREBY GIVEN that a special meeting of the Otoe County Board of Commissioners will be held at 8:30 a.m. on May 31, 2007, in the County Courtroom (108) of the Otoe County Courthouse to discuss and/or take action regarding Federal Aid Bridge Project BRO-7066(25). An agenda for such meeting is kept continuously current, and is available for public inspection at the office of the County Clerk at the Courthouse, but the agenda may be modified at such meetings to include items of an emergency nature only.

The Otoe County Board of Commissioners convened in special session at 8:30 a.m. on May 31, 2007, to discuss and/or take action regarding Federal Aid Project BRO-7066(25).  The County Clerk called for a special meeting as she deemed it to be in the best interest of the County to take action before the next regular meeting scheduled for June 12, 2007.  In accordance with State Statute 23-154, five days’ notice was given to each board member and the news media, as well as being posted in three public places. This meeting was open to the public and the agenda was kept current and is on file for public inspection at the office of the Otoe County Clerk during regular business hours.

 

The meeting was called to order by the Chairman of the Board, Joy W Schroder.  Answering present at roll call were Commissioner Schroder, Commissioner Thummel, and Commissioner Haverty. Also in attendance was Highway Superintendent Glen Steffensmeier.

 

Commissioner Haverty made a motion, seconded by Commissioner Thummel to accept the agenda as posted.  Voting – Commissioners Schroder, aye; Thummel, aye; Haverty, aye. Motion carried.

 

On May 17, 2007, the Nebraska Department of Roads conducted a bid opening for Federal Aid Project BRO-7066(25) located approximately 3 miles east and ¼ mile south of Palmyra. According to the bid tabulation prepared by the NDOR, four Contractors submitted bids and L J Webb Contractor Inc was the low bidder submitting a bid of $631,826.87. This amount was below the estimated cost.

 

In order for the State Department of Roads to be in compliance with the awarding of a bid contract for said project, a signed resolution is needed by June 6, 2007.  This resolution indicates the Board’s concurrence of the contractor selected by the State and gives our County Chairman the authority to sign a contract after it has been drawn up to the specifications of the State. Steffensmeier also suggested giving the Chairman the authority to sign any other documentation associated with this project to prevent delays should there be a need to have paperwork signed in between regular meetings. Commissioner Haverty made a motion, seconded by Commissioner Thummel to authorize Chairman Schroder to sign and adopt Resolution 2007-08 concurring with the State’s recommendation to select L J Webb Contractor Inc to construct Bridge Project BRO-7066(25) and authorizing Chairman Schroder to sign the contract for said project and to authorize the Chairman to sign any other documentation associated with this project.  Voting – Commissioners Thummel, aye; Haverty, aye; Schroder, aye. Motion carried.

 

There being no further business to come before the Board at this time, and since all items on the agenda have been disposed of, Commissioner Haverty made a motion, seconded by Commissioner Thummel to declare this meeting adjourned.
