NOTICE IS HEREBY GIVEN that the Otoe County Board of Commissioners will meet in special session at 8:30 a.m. on June 30, 2009 in the County Courtroom (108) of the Otoe County Courthouse.  The meetings will be open to the public.  An agenda for each meeting is kept continuously current, and is available for public inspection at the office of the County Clerk at the Courthouse, but the agenda may be modified at such meetings to include items of an emergency nature only.

June 30, 2009

 

The Otoe County Board of Commissioners convened in special session at 8:30 a.m. on June 30, 2009 to take care of matters that were tabled at the June 23, 2009, meeting.  Advanced notice of this meeting was published in the Nebraska City News Press and announced on KNCY Radio. This meeting was open to the Public, and the agenda was kept current, and is on file for public inspection at the office of the Otoe County Clerk during regular business hours.

 

The meeting was called to order by Chairman of the Board, Timothy Nelsen. Answering present at roll call were Commissioner Nelsen, Commissioner Lade, Commissioner Crook, and Commissioner Freshman. Commissioner Kreifels was absent.

 

Chairman Nelsen informed the public in attendance that a current copy of the Open Meetings Act is posted on the south wall of the Courtroom. Additional copies are available upon request. He asked that all attendees turn off their cell phones or set them to vibrate while present in the meeting room.

 

Commissioner Freshman made a motion, seconded by Commissioner Crook to accept the agenda as posted. There being no further discussion, Chairman Nelsen called for a vote. Voting aye were Commissioners Nelsen, Lade, Crook and Freshman. Nay – none. Motion carried.

 

Commissioner Crook made a motion, seconded by Commissioner Lade to accept the minutes from the previous meeting and not have them read as each member was furnished with a copy of same. There being no further discussion, Chairman Nelsen called for a vote. Voting aye were Commissioners Lade, Crook, Kreifels, Freshman and Nelsen. Nay – none. Motion carried.  

 

Regarding the relocation of the Child Support Office and Drivers Examiners Room, Commissioner Freshman revisited with the DMV Supervisor last week to discuss other options. Both reviewed the Multi-Purpose Room near the east entrance of the basement. The room would have been workable, but there was a conflict of schedules – drivers examinations are given on Mondays and Tuesdays and the Probation Department has various programs already set up for those days. They looked at the old room again where the Examiners are currently set up. A carpenter and electrician were called in to see if it was feasible to remodel the room.  It was suggested to remove the non-supporting wall that had been used as a room divider; remove the paneling and carpet; clean up the pipes and ceiling; and add more lighting. The walls would be dry-walled and painted; then furnished with folding tables. The total estimated cost was about $6,600. The contractors estimated it would take less than 2 weeks to complete and the DMV said they could close down the testing center in Nebraska City during the remodel if it became necessary. Commissioner Freshman noted that the remodeled room could also serve as a secondary conference room for courthouse personnel on the three days the examiners are not using it. On Wednesday through Friday, the examiners take most of the testing equipment with them; however, the equipment that is not transported will be locked in a steel cabinet. Commissioner Lade felt this was a good alternative to maintain the Child Support Office and Drivers Examiners in their current settings. Therefore, Commissioner Freshman made a recommendation to remodel the current Drivers Examiners Room. County Attorney Partsch advised the Board that they could not take action to hire any contractors today since it was not listed on the agenda, but it should be placed on the agenda for the July 14th meeting.

 

After the meeting last Tuesday, Rick Sedersten, Courthouse Custodian, was asked to obtain a bid for seeding grass on the north and south sides of the courthouse. Since the Board intends to have tuck pointing and some work done on the outside of the building in the near future, they felt it would be better to postpone extensive landscaping until the exterior work was finished. When Sedersten talked to Cory Lind, who currently cares for the courthouse lawn, he said he could seed the area and apply weed control and fertilizer for less than $300. Commissioner Crook made a motion, seconded by Commissioner Freshman to direct Sedersten to have Cory Lind seed grass along the north and south sides of the Courthouse where the bushes were removed and construction work was done. There being no further discussion, Chairman Nelsen called for a vote. Voting aye were Commissioner Crook, Freshman, Nelsen and Lade. Nay - none. Motion carried.

 

Glen Steffensmeier, Highway Supt and Lynn Denniston, Lead Supervisor, came before the Board to discuss road and bridge matters.

 

1)     Construction of new Douglas Shop: At the June 23rd meeting, bids were reviewed for the purchase and construction of a new shop in the village of Douglas. Cleary Building Corp offered the low bid of $73,650 for a 50’ x 96’ steel building. Commissioner Lade said he estimates the total project cost to be under $100,000 which would include finished areas for use as an office and restroom, electrical wiring, plumbing, etc. Commissioner Crook made a motion, seconded by Commissioner Lade to accept the bid from Cleary Building Corp in the amount of $73,650 and to authorize payment for said building to be made in FY09 from the Road Fund. There being no further discussion, Chairman Nelsen called for a vote. Voting aye were Commissioners Freshman, Nelsen, Lade and Crook. Nay – none. Motion carried. Commissioner Lade said he would provide firmer estimates of the finish work at the July 14th meeting.

 

2)     Low Boy Trailer: Three bids were received for the purchase of a Low Boy Gooseneck Trailer. Nebraska Machinery - $62,550; Jim Hawk Truck Trailers - $53,393; and Road Builders Machinery - $58,238. Commissioner Lade made a motion, seconded by Commissioner Freshman to purchase the Low Boy Trailer from the low bidder, Jim Hawk Truck Trailers for the quoted amount of $53,393 and to authorize payment for same from the FY09 Road Fund budget. There being no further discussion, Chairman Nelsen called for a vote. Voting aye were Commissioners Nelsen, Lade, Crook and Freshman. Nay – none. Motion carried.

 

3)     Bridge Replacement Projects:

 

Lead Supervisor, Lynn Denniston, and Engineer, Mark Mainelli, met in the Multi-Purpose Room of the Courthouse on June 19, 2009, to open sealed bids for various advertised bridge projects with a recommendation to award bids to the low bidders.

4) Demolition of Douglas Shop: Commissioner Lade asked that this item be tabled to the next meeting to allow him time to secure quotes for the demolition of one building. The previous quotes were for the demolition of two buildings (one in Douglas and one in Burr), but the Burr Shop is now going to be sold rather than demolished.

 

5) Pending Road and Bridge Projects: Commissioner Nelsen said he will ask Engineer Mark Mainelli to attend the July 14th meeting so that he and the Commissioners can review the project list and reprioritize the remaining roads and bridges that need work. According to a worksheet compiled by Commissioner Lade, the County has awarded bids in the amount of $1,412,598.90 that includes the construction of 1 bridge, the purchase and installation of 13 corrugated metal tubes and construction of 8 concrete box culverts throughout the County.

 

6) Miscellaneous: Commissioner Crook said the buckled patches on G Rd near Kimmel Orchard will be worked on next week. The asphalt roadway erupted due to the extreme heat.

 

Commissioner Nelsen said the County will need to work on Bridge #4705P located on R Road north of the Village of Talmage. Since the weight limit was reduced due to weakened piers, heavy trucks and equipment are now prohibited from crossing over it. He directed Steffensmeier to draw up a resolution to change the classification of a 1 mile section of S Road (running south of Talmage) from Minimum Maintenance to Local Road Status so that motorists can use that road as an alternative route while the bridge is being fixed.

 

There being no further business to come before the Board at this time, and since all items on the agenda have been disposed of, Chairman Nelsen declared this meeting adjourned at 8:50 a.m. The next regular meeting will be held on July 14, 2009.
