FLOOD MAP MEETING

 

 

This meeting was held in the Otoe County Courthouse in the Emergency Management Meeting Room at 10:30 a.m. on November 13th, 2009.  Present at this meeting were Georgia Wright, FEMA Region VII Manager, Shuhai Zheng Ph.D., P.E and Bill Jones Flood Plan Manager both with Nebraska Department of Natural Resources, Otoe County Flood Plain Coordinator David Schmitz, Otoe County Emergency Manager Gregg Geobel, City of Nebraska City Building Inspector Alan Viox, and Otoe County 5th District Commissioner Steven Lade.

 

Georgia Wright FEMA Region VII Manager started the meeting and let everyone present know that the purpose of this meeting is to review the preliminary flood maps (DFIRMS) within the County.  The Nebraska Department of Natural Resources engineer and Flood Plan Manager introduced themselves and presented some of the changes with in the county and asked if there were any questions.  County Flood Plain Coordinator Schmitz asked about panel #293 which shows where the flood elevation line north of the Omaha Public Power District is at and how accurate the map is?  And how the Railroad Tracks affects the elevation?  Georgia Wright and DNR said that both levies ( MR R -573 & Levee MR R -562 are de-accredited and the mapping is not affected by these levies.  There was some discussion who was the flood plain coordinator for the Villages of Lorton & Talmage. No other questions were addressed.

Georgia Wright FEMA Region VII mentioned that two (2) weeks prior to the end of the 90 days appeal period FEMA will advertise a notice in the Nebraska City Newspress.  Also, within a 6 month period the county will be required to use the new maps.

 

Being no further questions from the participants the meeting was adjourned at 11:00.

Otoe County, Nebraska Digital Flood Insurance Rate Map

(DFIRM) Updates

 

Project Summary

The countywide Digital Flood Insurance Rate Maps (DFIRMs) have been updated to reflect the following:

 

·    Vertical Datum Shift from NGVD29 to NAVD 88 of 0.34 feet (NGVD29 + 0.34 =NAVD88). This affected 10 panels.

·    Missouri River BFEs were based on USACE's Upper Missouri River (UMR) study; Floodplain boundaries were delineated using the BFEs and 4-ft topo from the UMR study.

·    Two federal levees along the Missouri River were dc-accredited (MR R­573 and MR R-562); the special flood hazard area (SFHA) was mapped by extending the BFEs; dc-accreditation letters mailed to impact communities.

 

90-Appeal Period:

 

Base flood elevation (BFE) changes resulted due to incorporation of the new detailed UMR study; therefore a 90-day appeal period will be issued for the impacted communities and the Otoe County. All appeals/comments should be reviewed and submitted through your community or county official during the official comment and/or appeals period. Comments and appeals should be submitted to the attention of Ray Martinez, Michael Baker Jr., Inc., 3601 Eisenhower Ave., Suite 500, Alexandria, VA 22304.
